Not to defend the minister(he probably washes his hands by passing the ball),but.......
Majority of the blame in this case lies with Arjuna, since he got a 'court order' preventing the implementation of a legislation which was designed to STOP politicians contesting in SLC elections.

And NO, politicians SHOULD NOT be allowed to contest in SLC elections
