Kotla pitch was poor, not ‘unfit’: BCCI

In an attempt to evade an international ban on the Kotla pitch and get away with a fine, the BCCI has argued that though the pitch was ‘poor’, it cannot be termed as ‘unfit’.
According to sources, a pitch cannot be termed unplayable just because seven deliveries out of 20 odd overs behaved..

One of those deliveries could have taken a batsman's lights out. It wasn't just that seven deliveries behaved weirdly, those seven deliveries were dangerous without the bowler intentionally meaning to 'rough the batsman up.'
And why are they even putting out 'poor' pitches?
